I am interested in SETI, the Search for Extra Terrestial Intelligence. I do not have a career in astronomy, so there is no danger of adveresly affecting it. I know how to program FPGAs to do FFTs, how to design antennas, RF preamps and other aspects of the electronic arts.
How could I best aid this effort? Does it need more funding, more ideas, more manpower, or what? How should I best deploy my talents?

Have you considered the SETI@Home project (setiathome.berkeley.edu)? You might be able to build a FPGA coprocessor to speed up the program on your system.

At one point, I had five...FIVE...computers running in my basement doing processing for SETI research. You download hunks of data, process them, and return the results. My small, little contribution.

You could donate money and raise money for them. Host fund raisers, send out mailings, etc. If you contact them directly and say USE ME, they will take you up on your offer.

Learn to speak Martian and several dialects of alpha centaurian. When SETI finally invites the invasion, you want to be ready to help them. They may make you head poo-bah instead of lunch!
