I am confused. The link you gave talks about Europe moving away from superstitious belief systems.
The least religious countries like Japan , the Scandinavia countries , even Britain have far fewer social problems than the deeply Godly countries ( Such as the USA ).
I can’t see how a rise in social standards is a ‘ Backslide ‘ . In what aspect has Europe ‘ Backslid ‘ ? Can you expand on your question.

I would call a successful move from the entrenched ignorance of organised religion with all the harm it causes a major success and a major cause for celebration. Europe is the most advanced civilization the Earth has ever seen as a result, and as a consequence has been the source of most of the good in the world in the form of environmental recognition (the US came very late to the global warming debate and even now are doing nothing), human rights and so on.
It is the US that is slipping back into irrational dogma. This is why it emarks on countless acts of unwarranted violence against those it does not agree with - none of those acts of violence producing a positive result.

Before addressing the question, I would have to have a bit more information: First, of course, I would need to know what you meant by "backslide," and then I would need some sort of evidence supporting your contention that Europe has indeed engaged in behavior that would meet your definition.
