No, not really. for many reasons. lets say all you want todo is the treadmill, well your body would adpat to that movement and need more stimulation to trick it into bunring more calories so you can manipulate the treadmill workout by adding more time, more difficult y like incline or speed but eventually you will need to do more.
if you want to "tone up" I suggest adding 1-2 days of light to moderate resistance training and looking at another form of cardio such as an ellipticle or a bike.
By adding a weight regimine you will be building lean muslce which is your bodies Fat Burning machinary. The More muscle you have the more calories you will bunr when doing the treadmill or any activity for that matter, Your body will burn more calories at rest if you increase your muscle.
Our bodies adpat to movement and exercise during this adaptation your body will use less Calories to do the same movement because it has learned to become More energy efficient.
If you want to tone up or lose a bit of body fat then you must convince your body to burn more calories in order to do that you must change what yu do enough to stimulate and increase in energy expenditure.
The treadmill will be good if your just started bu eventually you will need to chnage what you do.
Keep your workouts somewhat varied and chnage what you do every few weeks.
Also as you may know diet plays a big role in losing body fat.

No. A treadmill's purposes are to burn calories and improve your cardiovascular/aerobic endurance. It may tone your legs somewhat, but only for walking. You need an overall toning program which will target all the major muscle groups - arms, legs, abs, back, and chest. You need a program which deals with building muscle strength and endurance, as well as one which deals with improving flexibility.
There are lots of books on this subject, and of course there are personal trainers and gyms available to most people.

You need weight training exercises in order to get a 'toned look'.
You need to use LOW weight and HIGH reps, this is good for women for because this type of weight training encourages a LEAN toned look :)

NO. Now i think youre a girl because of that star picture, so you should also work on leg machines like leg press, squat, etc. Work on your abs on the floor, and maybe work your arms with like 10-15 pound dumbells.
