My dining is room has wood floors and the wall are painted Monroe Bisque ( which is a light golden beige). I have a large dining room table that seats ten, and I have burgundy chair covers on all 10 chairs. I was thinking of doing burgundy curtains/drapes for my two small picture windows but didn't know if that would be too much with the chair covers. Any suggestions?

That doesn't sound like too much burgundy. I think burgundy would work well on the drapes.

Personally, I would go with a 'golden' drapery. Not bright gold, more muted. (If you choose a pattern you should add a small amount of burgundy.) Depending on the shade of your wood floors, go up or down with the intensity of the gold hue. I'm looking at the perfect colour on something right beside me, but alas, you are not here. Take your paint chip to look at fabric. Add a 'golder', (now there's a word!), yup, 'golder', deeper hue than the paint colour. and you will have the perfect draperies. An elegant, cozy feel.
Since burgundy is a ‘heavier’ colour, don’t use too flimsy a fabric, something with some weight will be best. The chairs and the drapes will then balance with each other.

Finding a fabric match for the chair covers could be difficult -- red is SO hard to match, and gets overwhelming easily.

Options...
1) striped roman shades. Choose fabric with some burgandy, some beige (match the walls) and either black, deep green, or peach stripes. This will give a more formal look than curtains might. Also, adding touches of other colors gives you options to use different (solid) tablecloths.

2) print valance -- using a heavy fabric, a larger print (floral) and no ruffles will keep it from looking too kitchen-ey. One valance style is tied up with wide bands... use the print fabric for the valance, and match the ties to the chair fabric. This makes it easy to update if you change chair covers to green or gold, etc. by just changing the ties.

When privacy is desired, either valance/blind style here will close completely to cover the entire window.
