is it bad, when baking sugar cookies, to skip one teaspoon of vanilla extract?

Vanilla extract adds another dimension of flavor. The sugar cookies would not be at their best if it's skipped.

It would make your cookies bland and a bit tasteless if you have no vanilla extract use something else in its place orange juice or another type of juice.

Perhaps another extract rum or lemon even lemon juice just to perk up the cookie dough thats what i do when I am out of something I substitute something else in its place.

No, it's not bad, it just won't have the same depth of flavor. I use vanilla whenever I can! I love it.

Vanilla is the most important flavor in that recipe, so, yes, you will notice it missing
