i've been sent an alert to pay a £2.99 monthly charge. now i was selling at the time so hey guess it's fair to pay. but this monthly charge could be required even when i don't sell anything - so my question to you folks is - is ebay up to no good and scratching for cash??

Someone is up to no good.

I have never paid a monthly charge to ebay apart from my shop subscription which was about £6. This stopped as soon as I closed the shop.
Are you paying for Seller Manager Pro or something?

EBay does NOT charge a monthly fee. This is a spoof email.
Some hackers are very good at imitating eBay's format.

Forward that email to spoof@ebay.com
and ask them. You will get a response from them, saying they did not send it, and they will use that info to go after the scammers.

Doesn't sound like something that really came from ebay - their fees are when you list or sell an item. Sounds like a SCAM.
