Basicaly it means that you rack up a bill and then pay it or pay ahead of time for a service as opposed to a contract where you pat x amount per month for a service. Common usage would be with cellphones where you buy minutes as opposed to the 2 year contracts.

It means you pay little by little as you use something, as opposed to paying all at once before hand or paying all at once afterward.
