If you are the current owner, then it shouldn't be difficult at all. Just take your WI title to a NY DMV office and tell them you want to transfer it to their state. You may have to pay some sales taxes as well as NY State title fees.

You'll likely have to be a resident of NY. You'll have to show proof of residency. You'll likely need to change your license as well. I'm assuming you moved to NY. Go here
