New York Day Spa states that bags under your eyes are heritiary but by keeping away from salty food helps because it reduces water retention. Also you can put ice cubes on wet chamomile teabags and the place them on the baggy areas of the eyes.

I had that problem often when I was working and going to school. A very quick and cheap solution is Perperation H. Next time you go to the store pick up a tube. When you wake up and look in mirror, dap a lil bit on your finger and apply to your eye lids and the bags. It brings the swelling down immediately. It will absorb fast and will not effect your make-up or normal skincare routine.

Some good clean living is what you need. Lots of early nights, no alcohol and drink plenty of water.
Invest in a good eye cream or eye gel.
Reduce puffiness with slices of cucumber or cooled used tea bags.

I use a product that works like a charm. St. Ives Eye Stress Gel.
It immediately reduces puffiness upon application. (that sounds so serious!) It comes in a little green bottle and smells so fresh. It feels really cool on the skin and it makes the puffiness disappear! You can find it in any drugstore and it doesn't cost that much. It's a life saver for me!
Sometimes, in the summer, I put it on my shoulders because it feels so cool and smells so good!

I don't know about a permanent fix, but a quick fix is to press a cool compress to your eyes for around 30 secs to a minute, then you can apply a neutrogena radiance boost eye cream, tat combination works well for me, and then I add concealer.
Of course, extra sleep will probably help as well!

Some things to try:
-cucumber slices or cool, teabags on your eyes for 15 minutes
-run water over spoons and put in freezer, then cover your eyes with the spoons
-hemorrhoid cream (I haven't tried, but supposedly reduces swelling)
