Using "parts" in a recipe means it is just a ratio thing.
You could use 3 cups of club soda to 4 cups of juice,
or
3 gallons of club soda to 4 gallons of juice
or
3 Tbsp. of club soda to 3 Tbsp of juice.
Quarts, gallons, pitchers-ful, it doesn't matteer which unit of measure you use, just be consistent w/ it throughout the recipe.

What can you multiply the 4 parts juice by to get your 3 qts? The answer is 3/4(3/4 * 4=3), so multilply the other part of the ratio , in this case the 3 parts club soda by the same factor, (3/4 * 3 parts club soda = 9/4, = 2 1/4qts)so , to maintain the ratio 3:4, the answer is 2.25:3

Easy if you remember that one part is what you make it, in this case make the one part a quart measure, so 4 parts juice is 4 quarts and 3 parts club soda is 3 quarts. You could do the same with pints or cups get the drift?
Hummingbird food for feeders is 4 to one
4 parts water to one part sugar.
Use 1/4 cup for each part, in this case it would be 4 parts =a cup.
one part =1/4 cup sugar. Heat the water and dissolve the sugar, cool and refrigerate if saving.

I would add 9 cups of club soda ....
A quart is 4 cups of liquid
so you have the "4 parts" factor ....
You will need 3 cups of club soda for each quart = 9 cups of club soda for the 3 quarts
