Actually, since most taxpayers OVERPAY their tax liability through excessively high withholdings (incredibly stupid on their part, but that's another story entirely) the IRS and the government would enjoy a significant SURPLUS of cash if taxpayers refused to file en-masse.

And you can forget about any losses from employers failing to file payroll tax returns and make the deposits. The IRS is outright vicious about recovering public trust funds.

Lastly, the IRS has powerful weapons in their arsenal that are the envy of every debt collector on the planet -- the powers of direct levy and attachment without a court order. The process is largely automated and costs a tiny fraction of the taxes due with the penalties and interest charged covering those costs and then some.

So in the end, the scofflaws would pay their due and the fools who were owed money but refused to file would simply lose the money that they were otherwise entitled to.

Hmm, if everyone stopped their withholdings and didn't file their taxes, the country would lack law enforcement, military, public education, public universities, public transportation and road repairs, along with countless other things. Granted it sucks paying taxes, but lets face it, it's a necessary evil.

Not only the IRS, but the entire country. In theory, it sounds like it would be fun and a way to "stick it to the man" but in reality, roads would fall into disrepair, fires would run rampant, crime would be every city's middle name, etc., etc.

Not only that, but we would revert to some third world country because we wouldn't have anything to pay our military with.

NOTHING is free, we ALL have a part to play.

We would have none of the services that the federal government currently provides.

I don't like the quality of some of those services. But it IS better than nothing - e.g. you may not like the porosity of our 2,000 Southern border (I don't), but they stopped 1.17 million people from illegally crossing that border.
