Is this true? If so, why do people recommend that atheists pray to God or ask God to reveal himself to them?

that is completely FALSE!!!! God hears the prayers of anyone and everyone. What you just said is completely WRONG!
so, God can reveal himself to anyone, like in the Bible, when God appeared to Saul...its a good story, one of my favorites (saul was a man who was stoning and killing Christians, but after meeting God face to face, (then became blind, then was healed by a follower of God) he changed his ways, and changed his name to Paul)

Psalm 66:18
If I regard iniquity in my heart, the LORD will not hear me......

Isaiah 1:5
When you spread out your hands, I will hide My face from you, even though you make many prayers. I will not hear. Your hands are full of blood.

Isaiah 59:1 - 2

Based on these scriptures, I believe that you must be Saved before you can expect God to answer your prayers. Therefore, I say that the only prayer that God will answer from a sinner is a prayer of repentance, and acceptance of Christ Jesus as LORD, and Savior.

He hears the prayers that put his kingdom first, as in "Put the Kingdom first in your life and all other things shall be added to you..." and also those prayers which are sent in the name of his son. Whether he will act on them is a different story. He does have a bigger and better perspective of things up there, so if you are praying fervently to God to make your parents let you go bungee jumping this weekend, and he doesn't help you out, doesn't mean that he is just being spiteful. It means he knows something you don't.

That would be the decision of the relevant God.
To counter, with a question, which I know may seem rude, Why would someone pray to another's God?
As for revelation, again, I would say that would be up to the conscience of the individual God.
I'd like to say otherwise, but I'd be second-guessing a God, and that's downright disrespectful.
