Looks like the U.S. leases some space to fly aircraft for anti drug operations.

It brings in money for the local ecconomy and I'm sure that there was a sweetheart deal in it for the Ecuadorian government in either cash, military aid or both.

Typically bases on foreign soil are either on lease, loan, or just plain occupied by the foreign nation. In any case, the land still belongs to the host country.
