Nicotine is not usually self-administered into the veins by users but injection of nicotine into the veins are usually for research purposes.

Based on few studies rapid intravenous injection(IV) of NICOTINE has following effects:
>>closely mimics the swift transport of nicotine into the systemic circulation that is provided by cigarette smoke inhalation.
>> produces central effects similar to the other abused stimulants such as cocaine and amphetamine.
>>produces dose-related increases in heart-rate and blood pressure.
>>produces a dose-related increases in subjective ratings of "drug liking" in participants with histories of drug abuse and cigarette smoking.
>>produces pleasurable effects when administered IV to cigarette smokers but can also produce some extent of "bad effects" and "jittery" reaction.

So what will happen are the following:
>>blood pressure and heart beat will increase.
>>skin temperature will decrease.
>>pleasurable effects (stimulant effects) but can also have some bad effects such as jittery movements.
>>blurry vision.

The type of bacteria will depend on where you get the tap water and how clean tap water in your location is maintained by treatment plants. I wouldn't worry about the bacteria too much because you would probably be dead long before an infection due to cell damage and death. By injecting plain water into your veins you will create an environment with less osmolarity than inside your cells. Through osmosis that water will permeate into the cells causing massive swelling and cause all kinds of problems that could lead to massive cell death. On top of that, by inject plain water all your electrolytes in your veins will become seriously diluted and you could have brain swelling, seizures, muscle cramps, etc... It has happened in accidents in hospitals before. If enough plain water gets injected then you die.

Tap water, when just considering the water aspect, will tend to dilute the blood, making a shift in the water into the blood cells which then will burst. Depending on how much is injected will depend on how much of this goup will clog your kidneys. Do enough and it would be fatal. The other consideration is the chlorine or chloramine in the water. That would damage your blood vessels. Some days, especially after a large rain, the water company pumps in so much chlorine that the "water" coming out of the tap smells like a swimming pool. The damage to your blood vessels could cause clots to form along a long stretch of your vessels. This could be fatal for a variety of reasons.

The body uses acetylcholine (ACh) as a neurotransmitter. There are two kinds of receptors that respond to ACh, one that also responds to nicotinic acid and one that responds to muscarinic acid. The nicotinic ACh receptors are principally found between somatic neurons and skeletal (voluntary) muscle, and its release by the presynaptic neuron at the motor endplate causes skeletal muscles to contract. This action is blocked by curare, which sits in this receptor without stimulating it, thus blocking released ACh from activating the muscle. Clinically, this produces flaccid paralysis (limp muscles), most importantly in the muscles of respiration (diaphragm and intercostal muscles) and thus leads to suffocation due to the inability to draw a breath.

An overdose of nicotine (nicotinic acid) would do the opposite pharmacologically, but the outcome would be the same. The nicotinic acid would stimulate the muscle receptor continuously, and the muscles would contract and stay contracted, unable to relax (tetany). This is spastic paralysis (contracted muscles). One would be unable to exhale and would suffocate as well.

"Symptoms of a nicotine overdose may include nausea; vomiting; diarrhea; stomach pain; cold sweat; headache; dizziness; problems with hearing or vision; confusion; uneven heartbeats; chest pain; seizures; and death."

You would go into a massive seizure in seconds and you'd suffocate and die. Any pharmacist can tell you that.
