The answer is 'TRUE'. Tickets are intended to provide statistical data for the Insurance Companies and the Federal/State Departments of Transportation. Using this information they raise rates and lower speeds, threaten withdrawal of Highway funds etc.,.

even if they do, so what? They are still issuing tickets to people who break the law and endanger others on the highway. I personally believe we should make quotas legal and take away this stupid debate that people use to justify their illegal behavior. If a cop writes a legit ticket to a legit offneder and the court agrees, who cares if he had a quota or not? Personally, I think more cops need to do more, judging from peoples driving. maybe if they where forced to do their jobs in a measureable way, highway fatalities would not be so high.
Don't you get evaluated at work? Shouldn't we expect the same from out employees, the police? No matter whether it is legal or not, there will always be some form of a quota. Its impossible not to have one. Bottom line, if one cop is writing 80 summons a month and the guy on the same post is writing none, what should the bosses do? Do they not have a right to expect that their employee is doing what he is paid to do? If so, how do you measure that? Cops get denied time off, desired assignments and commands, promotions all the time for "perfromance". While not a "quota" what do you think performance is? If they have 5 hours of federal HOV overtime on the highway, who do you think gets it? The guy who will bring in 25 summons or the guy who brings in 1 or 2??
Once again, quotas are only used by people who wish to justify their bad behavior. If it didn't affect them, most people would scream for quotas to make sure the police are "doing their job". Yes, indirectly they are a form of revenue, that goes back into police salary, cleaning up wrecks on the highway, accident investigation etc etc.

No, they were to dissuade you from doing the illegal activity, but that changed somewhere along the lines, and now is a huge revenue source.

Quota system forces the cops to write tickets in order to earn more when there are more tickets due to incentives.
