It's only talking about Jews. The bible is perfectly ok with committing genocide on other people, at least in the Old Testament.

The 10 commandments do not say "thou shalt not kill" it's a bad interpretation. what they actually say is "thou shalt not murder", a small change but all important, since killing in war is allowed.

the word "kill" here is murder. The Law, which is based on the commandents, prescribes the death penalty for, among other things, murder.

First, "Thou shalt not kill" actually means "Thou shalt no murder" which is unjustified killing. Self-defense is justified killing. Capital punishment is justified killing. War is justified killing. Killing ordered by God is justified killing.
