What would be your advice to individuals in a country where the police are not trusted because they are said to protect only the wealthy, are involved in political violence and corruption, abuse civilians for no good reason(they are treated inhumanely based on where are from and are hardly convicted if they kill someone without proof that this person had wrong intentions etc.
The police plant guns etc, and convict the innocence. What would be your advice to the people of this country?

This country has one of the highest crime rates in the world but people refuse to go to the police because it is believed that they are affiliated with the gunmen. Political violence is rampant.

The obvious reaction is to leave that country secretly and flee to a better one. Which means I have now justified illegal immigration into USA.
