There are a lot of good answers here for you and right ones also, I do Laminate flooring and there are different ways. In a existing home we don't remove the base board unless the homeowner wants to go the extra cost. The flooring is installed leaving a 1/4 inch gap from walls for expansion then a trim board called a toe kick or 3/4 quarter round the color of your base or stained to match your floor is installed. I have installed in new homes by request of the owners to install before base board. And yes always undercut door jam legs to get the flooring under for that finish look. This is done by a jam saw, if you don't own or can't rent one take a scrap piece of your new flooring lay flat at the door jam now cut the jam with a hand saw laying flat on you scrap as a thickness guide. Advantage to not install under baseboard is replacement. If flooring gets damaged or you want to replace (after time) back to carpet or a different wood to remove is less costly.

If you paid to have the room plastered then the plasterer should have cleaned up his mess. You can probably just scrape them off and hopefully you won't have to repaint the skirting boards.

Tap them gently with hard object and sand them to finish.
