Since we are working with computerization, the intelligent plan would be to allow only certain parts of the project to be known to various individuals so that only the head of the project has all the answers. Lies then become known because the liar does not have enough information. The parts of the project have been separated into workable sub-projects which fit together like a jigsaw puzzle and the office-meathead-psychopath knows only enough to complete a portion of the project. That portion can be made very insignificant if necessary to achieve the designated results. Think of it like Ford Motors when they devised the assembly line for building cars. Everybody knew precisely what screws to tighten but no one on their own could assemble a car. Keep the office psychopath, but keep him/her in their place.

Then all roads should lead back to the psychopath. Keep a diary/work journal.
