They have to balance the two. A good manager will insulate his people from some of the negative stuff that may come down from higher-ups in the organization. But he is still responsible for making sure that his people are performing up to company expectations.

In the end, the company's requirements for results limit how much a manager can "buddy up" with his subordinates.

It depends upon the situation.

In Master and Commander, the Russell Crow character behaved differently in different situations. First he cut the ropes attaching his endangered ship to a broken mast, sacrificing the loyal crew member who clung to it. Later, risking the success of his mission by delaying his chase of an enemy ship, he put ashore to save the life of his wounded ship's surgeon. These were emotionally dramatic, conflicting moments but over time, it became clear that each decision was "the right one".

Such an example leads me to believe that managers owe allegiance to both the organization and their subordinates and should generally act in support of both. When a choice must be made, hopefully the manager uses his/her best judgment, according to the situation and his/her values, ethics and conscience. These are the situations that test managers, building their characters and reputations.
