Hi looks like he doesn't want to take it further BUT your a female so I'm sure he would rise to the occasion if you put yourself out there.
Saying he wants to stay mates is letting you know he doesn't think of you as hook up material..♥

You can't make anyone want to be with you. But dating other guys would be a good thing to do because it keeps your options open, you aren't waiting around constantly thinking about someone who doesn't want you in that way, and on top of everything, it MIGHT make him jealous. It shows him that you are desirable to other men. Just don't wait around for someone who doesn't want to date you, and don't make it obvious that you're trying to make him jealous. Plus, you could be getting to know someone even better!! Good luck!

We can't make other people fall for us just because he care for them. There is really nothing that you can do but be his friend as he asked.
