Eastwood said "Deserves got nothing to do with it." What do you think he meant?

Taken in context ,hackmen thought he had everything figured out why Richard Harris was actually gutless,why he(Hackmen) understood human frailty and was superior in his assessment of the human condition.
Eastman when answering Hackmen's query as to why he should deserve to be wrong. Responded by plainly saying neither the intelligence and or the labor of Hackman or himself deserved anything.

I think he meant "Bad things happen to good people"...sorta.
btw,I love that movie.It is the perfect ending to all the westerns.
