65°C is safe but sure not sustainable / advisable for long durations
please check air flow is not hindered. bottom suction of fresh air and side exhaust of warm air. vents not clogged by dust and such. golden rule is place the laptop on a hard flat base.
now as far as 95°C & 100°C posted by 2nd answerer, guess he's got his units wrong or something.
pretty lethal figures those, for a laptop to handle

That's perfectly all right (it's about what mine is when it's idling).
I've seen mine reach 95 °C when running under load and it still works just fine (you really only need to worry if get gets a bit above 100 °C but if it gets to a temperature at which the processor might be damaged it'll throttle back or even shut off to protect itself from damage, if you aren't overvolting the chip and the motherboard it is on is properly designed you aren't going to be damaging it, idiocy of some answerers not withstanding).
Of course since you put this question in the laptops section the advice about replacing the heatsink fan combo isn't exactly relevant because you can't (but it doesn't matter anyway because it's not a problem).

Yes it's fairly safe, it's of course not the best tempratures, you can lower it by putting a diffrent heat sink/fan on the cpu as yours is probably the stock sooler that came with the cpu. If you put your own fan on there tempratures can drop to as low as 25C idleing.
here are some that you can buy. but make sure that they can fit in the case ( some of these fans are huge) and that it for intels socket type (LGA775)

it is safe but that temperature is preety high for a core2duo. mine is running 40 deg. centegrade.
