Well when in this country don't wrap them in cotton wool- give them a little freedom, and don't give in to risk avers hysteria.
See the work of Tim Gill as to how kids are having their development stunted by over protective parents.
Also don't be lulled into thinking that th Algarve is any different to your own country, take all precautions there that you would here. Just don't go Ott or you will end up harning your kids in the long run.

A tad sarcastic I believe...
Rule 1: Never leave your children unattended.
Rule 2: If going out, never leave your children unattended (use nanny facility that is available free of charge).
Rule 3: Never leave your children unattended, but if you accidentally do this (happens quite often if you are British), lock your doors and windows behind you when you forget them.
Rule 4: Never leave your children unattended, but as happens on holiday and you are British you forget them, but then check them. If you suspect an intruder is in the building where your children are, do a thorough search of the premises and confront the intruder if found. Remember it is a parents responsibility to lay down their life for their child if necessary (they are that valuable and need protection).
Rule 5: From the Good Parenting Guide...
NEVER LEAVE YOUR CHILDREN UNATTENDED.

Its best if you care for and love your children.
You should never leave them in harm's way.
Your responsibilities as a parent should always come above your own selfish desires.
Under no Circumstances should you sedate your children so you can have an uninterupted night of selfish tawdry indulgent "fun".
There are costs to having children and scarifices to be made.
If you are not willing to make those commitments then your testicles should be removed with a blunt knife.

Don't leave them alone at all costs. If you do like to go out in evenings, though, and can't bear the thought of bringing your child with you, many hotels have babysitting services that are safe and affordable. Other than that, if you don't leave them alone and don't do anything dumb (like dangle them out a window) you'll be fine

To avoid abductions...the least a parent can do is to never, ever leave their children alone.
The McCanns know it now, Theo...they've learnt it the hard way...there isn't any need to rub salt in their wounds.
An accident, by definition, is an UNFORSEEN INCIDENT which by its very definition is incredibly hard to prevent. You're lucky / blessed if you haven't ever had a terrible accident happen to you...
Edit: Shadyback, saying that the McCanns are not loving & good parents 'cos of their terrible decision in leaving their babies unattended is like saying that a very good qualified surgeon (can't think of a better metaphor) is useless if he makes one bad diagnoses.
Think of the thousands of patients this doctor may have healed prior to his terrible mis-diagnoses.
Think of the thousands of things the McCanns have done for their Madeleine, think of the millions of things they have happily sacrificed of out love for her, prior to this tragic incident.
