Two way (100% guaranteed):

1: Buy DETTOL (one kinds of brown colour anticeptic liquid, you can get some idea here http://www.firstaid-direct.co.uk/dettol-antiseptic.htm ), sink the portion of the dress which got the ink, sink it for few hours then wash is with a soap. works like magic.

2. Buy Nail polish remover, and use it.

I tried both of the way.

Here is what I learned, I tried it, and it works well: Get a jar of bleach and a bottle of 91% isopropyl alcohol. It has to be the 91% strength variety (available in any pharmacy). You are going to use the bleach to get out the ink and the alcohol to control the bleach from bleaching to much. Put the bleach in one open container large enough to place the stained cloth in; the alcohol in a similar container. Dip the stained part in the bleach. Remove quickly. So it doesn't bleach out the original white, dip the same fabric into the alcohol. This will render the bleach effect inert. Wait a minute. Examine the spot. If there's still ink on it, repeat the action until there's not more stain. The trick is to remove the ink without removing the original color of the fabric
