Parliament Funkadelic. I know, I know, they're not "rock," per se. But their guitarist (that dude in the diaper) could solo like a mofo! And their songs had so much passion, energy and verve. Not to mention that P-Funk influenced a whole generation of artists ranging from Dr Dre to Red Hot Chili Peppers.
Oops, Almost forgot Fishbone! Who else has their unique blend of ska, funk, rock and rap? Who else has their inimitable sense of style? Too bad they never got the recognition their peers, like the Red Hot Chili Peppers got.

To me, Dinosaur Jr. has never gotten the full credit he is deservedly due. Helping to bring the whole scene up to the point where Nirvana broke through, Dino.'s laid-back sludgy hardcore riffs helped to influence a whole generation of bands in the early 90's which created a huge impact on how music is looked at today.
I'd also include The Replacements in this category. Their pop sensibilities combined with their garage style attack helped to create what many people label as a bar band into one of the most influential bands of that decade.

A. An obscure group called Half Man Half Biscuit from Liverpool, who are too English for most people to "get" (and even for some of the English) but are masters of dry wit and self-deprecating idiocy.

(Like anyone's ever read that Wiki entry, lol ; )
B. Short-lived but brilliant Scottish group called The Vaselines, only famous because Nirvana covered their songs 'Molly's Lips' and 'Jesus Wants Me For a Sunbeam', So short-lived that their work can be collected on a single disc:
http://en.wikipedia.org/wiki/The_Way_of_the_Vaselines:_A_Complete_History
It's on the net at:

See, for more about the band:

C. Singer-songwriter from Texas called Townes Van Zandt, who should be famous but isn't - mainly because he didn't want to be:
http://en.wikipedia.org/wiki/Townes_Van_Zandt
D. A soukous musician from Zaire called Kanda Bongo Man. His backing band have some of the best musical chops you'll hear, but as they aren't western, you might not!
Their best album, maybe:

a band from Norway in the 80's called T.N.T. a couple of their songs were "10,000 lovers, Eddie, Everyones a star, Also I would have to say Dream Theater....... They just rock. all went to Berkley. Got their Phd's in music. i think the drummer (Mike Portnoy) may have given GOD (if there is one) lessons on how to play drums. I have included a web page to check out some of his skills. Check it out.

i would say the kinks. i mean, i know that i'm being totally unoriginal here, but many, many of their songs don't receive enough attention. (i;'m thinking about A Well Respected Man, Celluloid Heroes, Autumn Almanac, or Alcohol, or Complicated Life...) i find many of their songs to be truly meningful.
