Traditionally, Liberal views was taken to mean "open to new ideas and views" However, in the past 50 years has come to represent a largely democrat party line.
What does this mean?
Basically, that Government is the end all answer to all of human deficiencies. They believe that Government programs are what made this country great. They believe in government control of most every aspect of human affairs.
Another way to view it is, Liberalism in the United States of America is a broad political and philosophical mindset, favoring individual liberty, and opposing restrictions on liberty, whether they come from established religion, from government regulation, or from the existing class structure.
(However, ask a liberal what his position on the Second Amendment to the Constitution means. . To them it means that any gun control is alright.)
“ Liberalism wagers that a state... can be strong but constrained – strong because constrained... Rights to education and other requirements for human development and security aim to advance equal opportunity and personal dignity and to promote a creative and productive society. To guarantee those rights, liberals have supported a wider social and economic role for the state, counterbalanced by more robust guarantees of civil liberties and a wider social system of checks and balances anchored in an independent press and pluralistic society. - Paul Starr, sociologist at Princeton University, The New Republic, March 2007

Liberals believe that they are their brothers keepers and if it takes a little tax money to be sure that children are fed and clothed, that old people have the social security they have paid for their whole working lives, that everyone has the opportunity for an education, and that everyone has the right to health care insurance, so be it. Conservatives only look at the bottom line aren't willing to change anything or shell out one red cent to take care of those who are are too young, old, or sick to take care of themselves.

Liberalism is usually understood to refer to modern liberalism, as contrasted with conservatism. American liberals endorse regulation for business, a limited social welfare state, and support broad racial, ethnic, sexual and religious tolerance, and thus more readily embrace Pluralism, and affirmative action.
