She dont combs her hair and she is eight years yet !

its just a stage though a great punishment is to cut off all her hair

Take a single chance and yourself comb her hair nicely and show that how nice she is looking.
Usually children are very much interested to go to parties, marriages etc. You can utilise that chance. Tell her that you are going to take her to your friend's marriage / party / trip etc. Make up her nicely and show how beauty she is looking.
Then automatically girls comb their hair. But they want every day a special type of hair style.
This is my personal experience. Hope the same will help you too.

Patience dear,,,that age is very playful and stubborn, try more strategies like U sit down with her, tell her a story while combing her hair, or read her books, or show drawings, or watch cartoons as you do her hair..see many tricks can be done just to redirect her focus to something......be nice to her, bribe her with candies, chocolates, and any nice things ..befriend her and you willl not even understand her hair has already been cut!!!

You're going to have have to report her to the general. Your parents need to tell her that she must comb her hair however often they decree and what the consequences are when she does not. Everyone needs to know the rules.

Maybe you can make combing her hair fun by combing your hair together. Tell her you can both do it at the same time.

You are not the parent. It is not your place to scold her. If you would like to see her improve herself, why not make nice suddle suggestions to her about how to make herself look prettier. As a sister, you are not in a position to demand her to change. That is strictly up to your parents.

i have a sister just like that she is always being mad and my parents dont really do anything. So i felt it was my job to step in and scold her. I realised after i did that, that i should just leave her the hell alone!!

U have not stated ur age.try to become friendly to her and talk to her nicely,make her understand the values of life,tidiness and good behaviour,give her some good examples of other girl,who not behave properly,and what remarks she receives from neighbours and school teachers,she will understand.

is your sister is not listening to you then tell her something what might happen of she doesnt brush her hair. if not tell your parents or put her in timeout. dont yell cause that only makes things worse, trust me i have little sisters and there around 8 yrs amd younger.

just let her be and enjoy.as long as it dont hurt others.
as an example u can be naughty too , see if shes willing to suffer the consequence and is she objects , show her thats the way others too feeel.
this way she can bw tempered, but for innocent naughtinesss , just let her be.

eight is a naughty age.
love her
tell her in a pleasant manner repeatedly without getting nervous.
it will work
but u should have patientence.
