open the CPU of your computer, identify the hard drive. Unscrew the hard drive from the chassis. Pry open the hard drive case. Pour about a pint of quick set cement into that small hole.
Use resulting metal encased brick as a door stop. Or, just bury it in the back yard.
This method has worked for me everytime.

Get Eraser which is a free secure erasing tool for deleting individual files and directories (folders).

When you download it, configure the options to how paranoid you are. 3 wipes equals so so, 7 wipes equals concerned, 35 wipes equals extremely concerned. Basically wipes is how much times the program will wipe a file with a designated algorithm. So if you did a quick wipe the file will be overwrite with 00000's once. Gautman algorithm takes very long but its very secure because it wipes 35 times with randomish numbers and letters. With that method, a file cannot be recovered whatsoever, even by a hardware recovery utility. Remember, the more wipes and the bigger the file, more time.
Add/remove programs does not remove individual files, hint hint. Plus, when you delete a file by conventional methods (recycle bin), it can be recovered! A program that is free and does that is recuva.

I prefer "File Shredder", it has many different algorithms for file deletion and up to 35 passes per file! You can get it free off the net, just google the name.

Click, Start-Control Panel-Add or Remove Programs, And then just search the program in the Scroll menu, Click it, Then click remove.

If you are using windows explorer,
1. select the file
2. while pressing the shift key, press delete.
This will delete the file completely.
