Typically American seats do not have the front section whilst European ones are complete

it has to do with OSHA regulations and toilet seats doing injury's to the genitals they were talking a bout suspending that rule in 2005 but I haven't heard any since the initial talks about it

Easier to clean. Because some people have a tendency not to lift the seat and drip on that part instead. Those kinds of toilet seats are primarily found in commercial establishments.

Most homes use toilet seats which includes cover and a board without the cutout. I purchased a seat with a cutout for one of our toilets: it has a toilet bowl cover as well. Most commercial toilet seats don't have covers.-- unneccessary

It's more a commercial issue, not residential, but others offer valid suggestions. It is logical however; to assume it aids either gender in the process of using a toilet; tough I'll let you imagine the various scenarios, and yes my gender sometimes "forgets" to LIFT, not assuming others may also use the facility.

In America we have both. Cut outs are in public places. They are there because many people pee on that part of the seat.
