Tech. Question Help... I have something on my prog/c files and it says download incomplete. When I open it?

and when I open it, my note pad opens it say's "Display Language Names.en_.US" then when I open that, there are lots of these, they look like this and each one has its own country....here are just a few...

they all have this in front of them:$$$ (except the Lines dont go all the way through the dollar sign) so $$$/Lilo/DisplayLanguageName/gv_GB=Manx(United Kingdom)"
"/he=Hebrew"
"/he_IL=Hebrew(Isreal)"
"/hi=Hindi"
"/hi_In=Hindi(India)"
"/hi IN Hindi-Direct" ect.... What is this stuff and what do I do with it. In my c/files it say's download incomplete?

These are not good. right click on them and choose delete. It will immediatly improve performance.
