There are two main reasons;one is that the atmosphere is heated from below by the solar radiation and the temperature decreases as you go up.Secondly, the mountain top is a part of the earth's surface(land) and it gets cooled more than the surrounding air as the land, being a good absorber of heat is also a good radiator of heat (than the air).So mountain tops become more colder than the air surrounding it and the water vapour in the air which is in contact with the surface of the mountains, condenses as snow.
Further once snow is formed,it will reflect the heat received by it(as snow is a good reflecto of heat) and the mountain top having the snow will get further cooled.

It has got to do with the freezing level. Temperature usually decreases as you go up in the lower atmosphere, apart from the presence of severe inversions, which means that you are more likely to obtain temperatures below zero closer to mountain tops than the mountain base. So it can snow on a mountain top, but the snow may melt into rain, if the freezing level is high enough, before it hits the base of the mountain.

Because it typically gets colder as you get higher in the atmosphere.
