My fiance works at a movie rental / retail store. Often she works late (up to midnight) and she works alone. Is that legal in California? Don't there have to be at least 2 people working at all times for safety reasons, etc.?

It's legal everywhere. 99.9% of 24 hour convenience stores only have 1 person working overnight due to how little business they have at that time of the day.

It's legal "almost" everywhere. There's a few Democrat controlled cities that have passed a "no solo employees at night" law - which in those cities simply turned into a "no 24-hour convenience stores" law, because the stores didn't do enough business overnight to be able to afford two employees. Therefore they simply decided not to open during the hours they were required to have two people on duty, and all the night clerks got fired.
