It could be a few things or a combo. He could be molting and have dry skin, he could be molting and have fur mites, he could just have fur mites, ringworm (doubt it), or an allergy or other skin problem.

I'd take him to the rabbit vet and get him tested for mites. If the test comes back negative (you'll know in the same visit) and your vet doesn't thinks it doesn't look like anything else then try giving your rabbit one Tablespoon of black oil sunflower seeds each day. That should take care of the flakes after a while and his skin will look healthy again.

I would definitely take him to the vet, though.

The white stuff that looks like dandruff is a definite tell-tale sign of fur mites. It is not dandruff. Most rabbit breeders use ivermectin to treat fur mites. It is normally injected and will help keep the fur mites off for about a month or so.

Fur mites can occur with or without bedding in the rabbit cage but the bedding such as hay or straw can sometimes be the source of the fur mites. Also letting them run down on the ground can increase the chance of your rabbit getting fur mites.

You may also want to check your rabbit's ears to make sure that your rabbit doesn't also have ear mites because the two can be related.
