They can... but the spirits who walk the world on that night, it being the night when the veil between worlds is thinnest, will follow the doofus and cause all kinds of misfortune in the following year. Not to mention he would have proved himself a greedy, selfish brat.

I actually had a kid this year this year ask for my whole bowl of candy while I was standing there. I said "No." He said, "Why not?" I loomed over him and in my best angry Mom voice repeated, "NO." I wanted to kick him in the rear. What kind self-centered greedy prig where this kids parents raising him to be? I predict a miserable future for him.

The answer to the question is: Yes, they CAN.

However the question to your answer: Is it morally and ethically well principled to do so? and to that I would say "No!". The bowl has been placed there on the honor system for trick or treaters to enjoy treating themselves (ethically).

In other words: Are you a thief? If you take the entire bowl, you are stealing the joy and the treats of the subsequent trick or treaters who will arrive.

Three years ago, someone not only took all the candy. They stole the pail I'd put it in as well.
