If you're referring to Woodrow Wilson he was the President who is responsible for the 16th Amendment which indebted every American to the Federal Reserve Bank. This was the beginning of the Federal income tax and the I.R.S..

edit:The fact that the constitution was changed allowing an income tax during his term as president does not mean he was responsible. The resolution proposing the Sixteenth Amendment was passed by Congress and submitted to legislatures of the states on 1909. In 1913 enough states had ratified to make it law.

He supported the Federal Reserve act, and helped it pass, and then the 16th amendment. This was strictly to the benefit of the Banker/Robber Barons, and to the determent of the people....it was also a fraud, and a lie, and a crime against humanity. *sm*
