NASA would really like to go back to the Moon. In fact, they would have liked to continue the Apollo missions after 1972, and improve the hardware. But congress cut the funding. And they still have not provided enough money to go back to the Moon. NASA is planning to retire the shuttle in 2010 and use the money saved by not flying the shuttle after 2010 to build a new rocket that can go to the Moon. But it will take a long time with the money they have and there is no chance of another Moon mission before 2020.

George W. Bush proposed an initiative for NASA to use the moon as a launching point for a manned mission to Mars, which means that we would have astronauts walking on the moon again.

I sure hope so. The chinese are going to the moon. Can´t have them walking all over the Apollo landing sights, can we? The US have a new lunar program in the works. It seems it will be a rehash of the Apollo era missions with pretty much the same hardware. But the goal is more scientific and longterm this time around.
