Go ahead and give her a spoon now. Just don't expect her to get much food off of it yet. My daughter always wanted one because she felt left out. She loved banging with it (and flinging food everywhere sometimes).
I read a study recently that said most kids are able to feed themselves with a spoon between 16-18 months.

After they grasp the concept that the food goes in the spoon and the spoon goes in the mouth..they will usually start to reach for the spoon.
You could try it now but it's ok if it doesn't work out right away. Try putting her hand on the spoon and helping her with it. You never know, she could pick up on it right away!
I think my girls were all around the age of a year before they could actually feed themselves without making a huge mess.

She is probably not coordinated enough to be very adept with it yet, but she definitely knows what to do with it...and will probably make up some other fun ways of playing with it (and her food) as well. Just like she knows most of what you say to her, but she's not coordinated to speak yet.
Let her experiment with some thicker textures that will stick to the spoon. Try a little puree mixed with some cherrios (just enough puree so that they'll stick). That way she can go back and forth with her fingers or the spoon. Another thing that my daughter liked at this age was cold celery, as the strings would hold it together. She would use that as a sort of spoon while I was feeding her. :) Have fun!

Hello
Your daughter does not have the necessary coordination to eat by herself right now.
You might want to let her play with the spoon so she can get used to holding it, but there is no rush.
Let her handle the spoon from time to time, and see how good she is getting.
She will want to feed herself (and splash puree all over herself) long before she really have the ability to use it correctly.

It always starts out that way. I'd give her the spoon when she shows you that she wants the spoon. Maybe a soft one so that she doesn't put her eye out with it. Eventually (maybe after a long time) she'll figure out what to do with it. She knows where it's supposed to go because you've been doing the spooning in. It might take her some time to figure it out herself though.
Fun times! Messy times, but fun!

Give her the spoon, thats the way they learn. But don't expect her to actually feed herself with it. She'll play with it and try to mimic you. It is messy, but skin is washable.
