Nigeria looks like it has a representative government, but seems to actually operate on a tribal basis. the largest tribe wins the elections and then goes about using the power of the central government to seize resources for their benefit.

The minority tribe that happens to sit on top of the oil there has been complaining since the 1970s about being discriminated against for jobs and government services. Their claim is that even jobs in their area are done by members of the largest tribe who are brought in to do the work. This keeps the smaller tribe poor and uneducated, and powerless, in perpetuity.
