Some tax accounts were assigned to commercial collection agencies. They do not have any power to enforce collection. Private collectors also cost the government about 10 times what it would cost for IRS employees to do the same work (if you ever wondered about government efficiency, this is a good example.)

If you are unable to pay what you owe without hardship based on IRS allowable expense standards, your account will be reported as currently not collectible. If you do not want to talk to a private collector you can demand that the account be transfer ed back to IRS control. An account dating back to 1995 might die on the vine before anything was done.

In 2004, Congress authorized the Internal Revenue Service to use private collection agencies for collection of unpaid taxes. In October of 2007, Congress submitted a bill to rescind the authorization, but it has not yet passed. If it does, Bush has threatened to veto it.

Apparently Congress decided that, with reduced staffing at the IRS, it was OK to use private firms to do some of its collecting.
