The USA is the last developed nation doing circumcision on a significant scale without medical or religious reasons. That means Europe and Japan (and Latin America and China, for that matter) don't circumcise. Circumcision rates in Australia and Canada are low, and in Africa... it varies by nation/tribe. In the United States, circumcision rates vary by state, race... and other factors, like the year you were born. Circumcision is the removal of the foreskin.
When boys are born, there is a layer of skin that covers the head of the penis. (Think of the shaft being extended a bit over the end.) This "extra" skin, the foreskin, can be gently pulled back to expose the head for urination, etc.
During a circumcision, the foreskin is cut and removed. Different doctors do this procedure different ways. One way, is where a bell (looks like a thimble maybe) is placed over the head of the penis for protection, the foreskin is cut around and rolled off over the bell in one piece.
Many people have their infant sons circumcised with the thinking that it is cleaner that way. There are also lots of different religious beliefs regarding circumcision, but I'll let someone else answer that part!
It used to be that the majority of males were circumcised, but now it seems to be closer to 50/50.

Male genital mutilation. Baby boys are born perfect, but some arrogant people think they can improve on this perfection by cutting off the protective skin (NOT "extra") that natural males have on the end of their penises. This skin is rich in nerve endings and is a major source of male sexual pleasure.
These days many Jewish parents are opting for a dedication ceremony that leaves the genitals intact. Jewish ritual circumcision is usually less severe than circumcisions done in hospitals, that is, less foreskin is amputated.
If you have foreskin, be very grateful to your parents for not having you mutilated!

In the Jewish and Muslim traditions and in the USA people remove the foreskin (it's skin surrounding the end of the penis, protects the glans) from the penis on baby boys. There is no reason for this it's just cultural. About 20% of men in the world are circumcised, usually by their parents' choosing when they are babies and before they can object. However some Jews are no longer doing it.
