It's a bit young unless you're still talking about the grade-school romances. 12 is too young, in my opinion, to really have a romantic relationship, because I sure wouldn't want my twelve year old making out with boys.
Until you're old enough to go on a date, you're too young for a boyfriend or girlfriend.
