Is there a way to use conditional comments using ONLY CSS?

I want to know if I can tell the client-side browser what to see using ONLY CSS. No HTML.

CSS (cascading style sheet) just sets "style" for html so you still have to have something in html xhtml xml etc if you want anything displayed!

But the HTML is the basis for the content.
