Carrots and any other food will not restore lost eyesight. Lost eyesight can have many causes, most involve damage to or loss of essential parts of the eye. In parts of the world where the population is very malnourished or facing starvation, there is a type of eye damage due to lack of Vitamins A and C due to lack of food. Feeding carrots and other fruits and veggies can prevent this damage, but not reverse it.

Carrots, like other fruits and veggies are a source of vitamins and nutrients which are needed fo normal functioning of the body but will do nothing to reverse disease.

Possible is a big word. Do not let anyone tell you no. It may just be a question of how hard you are willing to search. With all of the new discoveries that have been made over the centuries it would be nonsense to rule out the possibility of regaining eyesight. Good luck.

Well, what do you mean regain eyesight? Are you blind? Are you blind but not have been blind your whole life? Do you just have bad eyesight? Even if you just have bad eyesight I think you would need a little more treatment than eating carrots... I'm not sure, though, because I really do not have any knowledge in this area.
