I don't know about Singapore but if the young guy wants to get a good job, he will need to wear short hair.

I wouldn't consider Singapore "right wing"...more like facist. In any case, you have to realize that whether it is fair or not, people will judge you by your apperance, so if you want certain jobs or to belong to certain groups, you have to look the part.
