It's up there. I think it's meant to be irritating, but I'm not sure if I'd say it's the worst -- some dogs and their bark can get pretty annoying.

Yes, especially when it's someone elses kid. You get in the supermarket to do your grocery shopping and there's always this dumb woman with a squalling brat that she makes no attempt to pacify. I never let my kids do that!
