After a while I noticed that no price at wal-mart ends in the number 9. I find it to be very strange and cult-like. Has anyone else noticed this or know the answer (obviously a price that ends in 9 looks lower)

The last penny is often a code for what pricing structure is used.

There was a time when almost every product carried in a store was priced according to the cost at a set markup. Then Woolworth and the five and dime came into being. The price of all goods ended with a 5 or 0 hence the name. Some smart merchandiser began ending his prices with 9 so .19,29,39, etc appeared lower than 20,30,or 40. Now Wal-mart ends its sale prices with 7 or 8 making them lower than 9. Great sales gimmick for the country's largest retailer.

Prices ending with .97 denote "sale" price - Walmart wants to be know as the store where everything is always cheaper and on sale - hence the .97 price tags.
