I assume they are human:
7 × 2 = 14 legs

# of Backpacks = 7 girls × 7 backpacks = 49
=============================
# Big Cats = 7 x # Backpacks
# Big Cats = 7 × 49 = 343 Big Cats
Big Cat Legs = 343 × 4 = 1,372 legs
=============================
# Little Cats = 7 × # Big Cats
# Little Cats = 7 × 343
# Little Cats = 2,401 Little Cats
Little Cat Legs = 2,401 × 4 = 9,604 Little Cat Legs

The Total is:
14 Legs + 1,372 legs + 9,604 legs
or

Assuming there is noone else on the bus
7 girls= 14 legs because 7*2=14
one backpack= 7 big cats= 28 legs because 7*4=28
so because there are 7 backpacks 7*28=196
Amount of Cats=7*7=49
so amount of little cats = 49*7= 343
amount of little cats legs= 343*4= 1372
so 14 girl legs+ 196 Big cats legs + 1372 little cats legs= 1582.

14x7=98 Backpacks-->Not needed only for multiplying 98x7
98x7=686 Big Cats
686x2=1372 Big Cats Legs

343bc*7lc=2401
ok if each girl has 2 legs all of the girls have 14 legs
if each bc(big cat) has 4 legs they have 1372 legs
and if each lc(littlecat) has 4 legs they have 9604 legs
so now just add- 14+1372+9604=10990 legs
