There is an S-Video plug on the back of my TV and the back of my computer, so I dont know what to do...

I think the S-Video port on the back of your computer is for "S-Video In". The S-Vdieo port on the back of your TV is definitely for "S-Video In". So, you are connecting two "In" ports, which is why nothing is happening.

You'll need a card for your computer with S-Video out.
