If you are running Win 95 or WIn98 1st Edition, forget about it.

If newer OS:

They may be disabled in the BIOS.

If it's a desktop, make sure the cabling goes from the USB ports to the USB headers on the motherboard.

make sure usb is connected. restart you pc, then click F9 button(most of computers) immediately and continuously until set up page appears. look up for usb on menus( it varies on different PCs) then enable usb(s) click F10 and exit the set up page.
